If non residential you can blast music. My City did it and it definitely helps because they cant sleep peacefully. Hoses dont help unless you live in a City that is cold enough to make frost or ice each night. I havent seen encampments in my City in the last 3-4 months. Not sure where they were moved to.....but out of sight out of mind I suppose.
